Ghana's National Communications Authority said Starlink was unlicensed and its equipment unapproved, citing the Electronic Communications Act 2008. It urged the public not to buy the equipment or service.

FCC upholds denial of Starlink's RDOF subsidy after SpaceX appeal
On 12 December 2023 the FCC rejected SpaceX's application for review and affirmed the denial of the roughly $885.5 million RDOF award, again citing doubts that Starlink could deliver the promised speeds; two commissioners dissented.
